The Bay Area is where a setback actually decides a design. Lot sizes are small, hillsides are steep, and every town writes its own yard rule — so the difference between a drawn envelope and a guess is the difference between a concept that survives planning review and one that gets redrawn. It is also where the encoding work has gone: most of the jurisdictions with a reviewed setback table are here, several of them Marin towns of a few thousand people that no statewide dataset bothers with.
