What is a MWELO water budget, and how do I calculate one?

California’s Model Water Efficient Landscape Ordinance caps the water a new or renovated landscape may use. The cap is the Maximum Applied Water Allowance (MAWA), computed from the local reference evapotranspiration, the landscape area, and an ET adjustment factor; the design’s demand is the Estimated Total Water Use (ETWU), computed from each hydrozone’s area, plant factor, and irrigation efficiency. How do I check a planting plan for invasive species?
