Requirements
- Apply and get approval before removing any lawn.
- Replant with low-water or native plants.
- The irrigation must be modified to fit the new landscape; standard pop-up spray sprinklers are unacceptable. Drip is recommended, with a pressure regulator and filter on every zone.
- Email or mail the application and a W-9 to conservation@healdsburg.gov (Healdsburg Utility Department, Attn: Conservation, 401 Grove St, Healdsburg, CA 95448); phone 707-431-3122. Staff then schedule a pre-inspection to measure and photograph the turf and tell you the expected rebate. If no pre-inspection is possible, recent high-quality photos of the turf and a dated receipt showing removal within the past six months are required.
- The turf must have been irrigated within the past two years (brown is fine; dead or unirrigated longer than two years is not). Finish within one year of the pre-inspection and send two pictures of each converted area, or ask for an extension first.
- Front yards must be replaced and kept as low-water plantings, permeable surfaces (mulch, decorative rock, stone pavers), gardens, trees or shrubs; WUCOLS low and very-low plants. Not eligible: parking areas, solid plastic sheeting, bare dirt, sheds, hot tubs, pools, water features and artificial turf.
- In the Wildland Urban Interface a 10 ft combustible-free zone around structures (no bark or wood mulch, no flammable plants); 5 ft recommended elsewhere.
- Tenants need the owner's permission; a Tenant Permission Form lets the tenant be paid. No lawn for 10 years after completion or the whole rebate is refunded. The application grants the City permission to use photos of the property for outreach.
Steps, in order
- Apply on City of Healdsburg’s site and wait for approval. Lawn removed before approval usually does not qualify.
