Manteca Water Lawn-to-Garden (L2G) Turf Replacement Program

Requirements

• Apply and get approval before removing any lawn.
• At least 65% of the area in low-water or native plants.
• Drip, bubblers, rotating stream nozzles or hand watering only.
• Front yards and parkways only, visible from the street; side yards, back yards and medians do not count. The grass must be alive when the design is approved.
• Call the Water Division at (209) 456-8492 or email waterconservation@manteca.city first. Send the application, a drawing and a plant list; after a drive-by inspection the City approves the design. Do not kill the lawn before then.
• Build to the approved design and call for the final inspection; the check comes 4 to 6 weeks after, with a W-9. The City pays for the smallest of the area applied for, designed and built.
• Owners apply, one application per water account and at most five per owner. Keep the landscape: if it's neglected or turf comes back, the payment is repaid on a sliding scale over 5 years (100% in the first year, down to 20% in the fifth).

Steps, in order

1. Apply on City of Manteca Water’s site and wait for approval. Lawn removed before approval usually does not qualify.
2. Remove the lawn and plant to the requirements above.
3. Send what the program page asks for once the work is done.
