Requirements
- Apply and get approval before removing any lawn.
- Planting density: 3 plants per 100 sq ft.
- Include a rain garden or other stormwater feature.
- Mulch the converted area.
- Otay applies through the SoCal Water$mart online system; the regional terms apply (Metropolitan Water District's row carries them in full): approval before any removal, 250 sq ft minimum, 3 plants per 100 sq ft, a stormwater feature, mulch, irrigation converted off overhead spray, no synthetic turf, a W-9 at $600 or more.
