City of Roseville Environmental Utilities Cash for Grass Turf Conversion Rebate

Requirements

• Apply and get approval before removing any lawn.
• At least 50% of the area in low-water or native plants.
• Mulch the converted area.
• Any watering must be low-volume drip with pressure regulation and a filter; overhead spray, micro-spray, soaker hoses and adjustable emitters do not qualify. Sprinklers for any remaining lawn must be modified so they do not spray the converted area.
• Apply first by email (WaterRebates@roseville.ca.us) or mail on the City's PDF form; no turf removal before a City pre-inspection, and photos are not accepted in its place.
• Program year July 1, 2026 to June 30, 2027, pending council approval, first come first served; finish within 90 days of the pre-inspection and no later than June 30, 2027.
• $1.50 per sq ft, $2,000 maximum per application, one application per fiscal year; strips under 10 ft wide ("Flip the Strip") pay $3.00 per sq ft and are exempt from the 300 sq ft minimum.
• Account holder and homeowner of record at a single-family home, metered for at least 12 months and in good standing.
• The lawn must be maintained and living: at least 75% turf cover, no more than 20% weeds and 5% bare ground.
• Front-yard conversions need 50% living plant cover at maturity from low or medium water-use plants (half of an existing tree's canopy counts); the back yard is exempt from the coverage rule. No artificial turf.
• 3 inches of permeable mulch over the whole area; permeable pavers and flagstone qualify, concrete and grouted surfaces do not.
• The conversion must stay in compliance for 5 years or the rebate may be refunded; void on sale of the home. Rebates over $600 are reported on a 1099. Paid 30 to 60 days after the final inspection.

Steps, in order

1. Apply on City of Roseville Environmental Utilities’s site and wait for approval. Lawn removed before approval usually does not qualify.
2. Remove the lawn and plant to the requirements above.
3. Send what the program page asks for once the work is done.
