Requirements
- Apply and get approval before removing any lawn.
- At least 60% of the area in low-water or native plants.
- Cap or modify the existing sprinklers so nothing sprays; bubblers, drip or point irrigation replace them.
- Send the application with a design sketch and the plant coverage worksheet. PWD measures the area at a pre-inspection (no appointment unless the yard is locked) and mails a Notice to Proceed; sign and return it within 10 business days.
- Remove at least 400 sq ft of grass or other non-drought-tolerant landscape.
- Cover the whole area with plants, mulch or permeable hardscape (decomposed granite, or pavers, brick or rock laid without mortar or grout); no bare soil. Areas redone with new grass or solid hardscape come off the rebate area.
- Plants come from the City of Palmdale's approved list or the booklet 'Plants for the California High Desert', counted at mature size.
- Finish within 120 days of the Notice to Proceed; no extensions. Call (661) 947-4111 ext. 5002 for the final inspection; the check comes about six weeks after approval.
- Keep the landscape for 5 years. PWD may photograph the project and use the photos, cost and water-use data in its publicity.
Steps, in order
